Buildings account for 40% of energy consumption in the EU, making the building sector the single largest contributing sector (European Commission 2016). This number is rising, with energy consumption having increased from approximately 400 Mtoe to 450 Mtoe in the last 20 years (BPIE, 2011). As a result, improving the energy efficiency of buildings is seen as a key area in which EU and EEA member states can reach their emissions and energy consumption targets.
